The Prime Minister, Giorgia Meloni, announced a new House plan for young couples, with the aim of facilitating access to the first home and supporting the birth rate. The initiative, presented during the Communion and Liberation Meeting in Rimini, is being defined and will be included in the Budget Law 2025.
While waiting for the official text, let's see what are the planned measures, the government's objectives and the reactions of the main institutions and associations in the real estate sector.
What does the Home Plan provide for young couples
The project, developed in collaboration with the Minister of Infrastructure Matteo Salvini, should include:
- Concessional loans for first homes, with a refinancing of the dedicated Fund.
- Residential construction at regulated prices, to facilitate the purchase or rent of homes by young families.
- Interventions by Social housing and innovative financing models based on public-private partnership.
- Involvement of Third sector and local governments to ensure flexible and sustainable housing solutions.
The government's stated objective is twofold: to make the purchase of a home more accessible and to encourage the creation of new families.
Consap's support for the Home Plan
La Consap (Public Insurance Services Concessionary) expressed full support for the plan.
President Sestino Giacomoni recalled the positive experience of First Home Guarantee Fund, which since its inception has supported more than 500,000 mortgages, of which 350,000 are intended for those under 36, for a total value of about 60 billion euros.
According to Giacomoni, having a home does not only mean having a roof, but also guaranteeing security, independence and the possibility of building a future.
Confedilizia: appreciation and proposals
Also Confedilizia welcomed the government's announcement.
President Giorgio Spaziani Testa emphasized the need to act on several fronts:
- Strengthen leases with agreed rent, extending the dry coupon to 10% in all municipalities.
- Increase the reduction IMU at the expense of the State.
- Make evictions faster and increase funds to support tenants in difficulty.
- Retrieve and assign the approximately 86,000 unused public housing.
Confedilizia also recalled the importance of rapidly implementing the Piano Casa Italia, already planned in maneuver but pending an implementing Prime Ministerial Decree.
ANCE and the accessible construction project
The ANCE (National Association of Building Builders) relaunched, already in July 2024, the proposal for a 15 billion euro multi-year plan for the construction of accessible homes.
President Federica Brancaccio highlighted the urgency to bring back to the center of the political agenda the theme ofhousing emergency, with clear rules and targeted tax incentives.
According to Ance, to make the plan effective, it is necessary to introduce a system of social impact rating, able to select interventions capable of offering truly accessible housing to young people, families and the elderly.
Conclusions: towards a new 2025 Home Plan
The House Floor 2025 could represent a turning point for the Italian real estate market, especially for Young couples under 36 who today are struggling to buy their first home.
If confirmed, the project would not only facilitate access to housing, but would also help to relaunch the construction sector, support employment and encourage the birth rate.
Now it remains to wait for the official text and the implementing decrees that will define in a concrete way the concessions for mortgages and homes at regulated prices.
